- App-scope search is a palette, not a filter: the shell field is read-only and opens the same overlay the shortcut opens.
- Group labels are 12px medium muted; item rows reuse the Menu item styling exactly.
- Every item resolves to a registered route or a real action. Give it an empty state that says what was searched.
- A plain filtering Input is still the right control inside a list.
