Empty

What a list looks like before it has anything in it — always name the next action.

Empty is one of the mutually exclusive data states — never render it beside populated rows.
When a filter returned nothing, the primary weight goes on “Clear filters”, not “Create new”.
The description says what will fill the space, not that the space is empty.
